A: No, not at all. But I just will talk for simultaneous Incarnations here.
It’s solely the decision of the Higher Self (’residing’ in the 5th Density) when it’s time to move forward (with ALL Incarnations at the same time) into the 5th Dimension and beyond.
Its not a decision made by the (holistic) planet Earth.

Q: does an individual has to work independently to make that switch from 3d to 4d?
A: The switch from 3D to the lower and higher realms of 4D (Astral level) automatically is happening when one has ‘died’ and left the body. There the ‘Astral body’ of the incarnation is ‘resting’ for a while, the ‘place’ and ‘Time’-frame is depending on his/her belief-system(s). I recommend to read at least the last of the 3 Books of Robert Monroe. They now are floating around even free in the WWW…

PS: Regarding my sources it seem to be that as soon as planet Earth won’t allow anymore the ‘normal’ Incarnation Cycles we now are used to, there will be other places in the Universe where the drama and the joy of 3D experiences can be made. Over and over again, till all individual chosen lessons are learned and experiences being made.
