Regarding: American Rangers Program

To all Republic Members,

After careful consideration of the concerns and recommendations of various
Governors and people within the Republic, we have concluded that the best direction to
most expediently and effectively proceed with the American Ranger Program is to create
the American Ranger Executive Board (AREB), initially consisting of five (5) members. The
AREB positions are being filled at this time.

AREB is an executive-board-task-force that is tasked to manage the organization,
development and implementation of the American Ranger Program. Among its
responsibilities are developing the mission statement(s) for the American Rangers and
developing the Policy and Procedure Directives (PPDs) which specify the operating
procedures and related requirements necessary to the success of the American Ranger
Program in accord with its mission statement. All determinations/decisions of the AREB
are by a majority vote of its members. This program is under the direction of the
President; and, in order to participate in the program, all Rangers are responsible to
comply with approved AREB PPDs.

Among the duties of the AREB are the following: development and review of
application(s) and qualifications, selection/appointment of a fully qualified Chief Ranger to
work with the board and development of vetting policies/procedure/requirements/oral
board, development of job descriptions and related knowledge and skill sets, development
of other forms, research, brainstorming, preparation of recommendations, development
and integration of operation and communication and physical security
programs/procedures, training requirements, evaluation of equipment needs, distribution
of span of control, reporting forms and procedures, records keeping, investigation
procedures and protocols, budget preparation, and complying with requests of the
President, etc..

Application forms and organizational materials that are developed by the AREB will
be made available to the Governors and State and County Rangers for use within their
State to develop their own State and County Ranger programs that are compatible with
the American Rangers. Though we cannot command it, we hope for full compatibility,
because it will maximize our efficiency and effectiveness in attaining and maintaining our
best security and enjoyment of our rights, including our liberties. Also, without
compatibility there may be impairments to opportunity of State and county Rangers to
attain similar position/rank or employment in the national program.

In order to achieve highest standards and enhance compatibility, the AREB will also
seek input from State, county and local people. United we stand.

An announcement of appointments to the AREB will be made after all acceptance
notices are returned according to my instructions.

Some people are wearing 2 or more hats at this time and have been asked to
accept temporary positions until such time qualified people are selected to replace them.
It is our intention to select qualified people to form a solid, disciplined and professional
group of American Rangers that the Republic citizens can rely on to defend them and set
right the many unlawful situations which threaten or deny our rights and lawful remedies.
When the time comes, the American Rangers will be serving only in the Ranger position
and no other appointed or elected position on the national or state level. We further
recommend that within the free States that the Governors and people select and appoint
people to those singular positions of State or County Rangers to prevent any
misconception that any Ranger is acting in the dual capacity of a law maker and law
enforcer.

As soon as funds are available to fully develop and implement the American
Ranger Program and establish a website to allow people to apply for the many positions, I
will give a press release accordingly. As you can see this is a huge task and will take some
time to implement.
