Re:
The Rothchilds and European Royal Bloodlines, for their part, are asking for a sovereign island with two UN seats and unlimited funding in exchange for their cooperation. This is something the White Dragon can live with.

Well… that comment got everyone going, didn’t it?
So… here’s a few suggestions.
There is a rather large “island” to the very south of the planet that is basically unoccupied. Some refer to it as a continent and we call it Antartica.
It has the merit of not being pressently “claimed”.
TPTW have already sent teams there to “explore” this area and there may be resources of value, albeit with a bit of a challenge to access them.
Given that TPTW already have technology to construct underground bases, this could be done there, if not already happened. Thus they would not need to freeze to death when the temperature hovers at minus 60 celsius.
As an alternative, they could be “deported” to another planet, with a one way ticket. The request for a sovereign island did not specify which planet.
Re 2 seats on the UN: Given that the UN was a construct of the same political system that is presently in de-construct mode, and given that it presently is NOT representative of the peoples of the planet, it is yet another institution that must crash and burn. So 2 seats on nothing is no big deal to “give up”. As it might take a little while to de-construct the UN, in this transition time, any “2 seats” assigned could be done without any right to vote.
RE unlimited funding: Ultimately this planet needs to transcend the “need” for money. In the meantime, they could receive “unlimited funding” from the money they print but that is non-negotiable anywhere else on the planet.
Just throwing out a few fantasies….
