Mr Bush was the keynote speaker at Keren Hayesod’s annual dinner on Feb 12 in Geneva. But pressure has been building on the Swiss government to arrest him and open a criminal investigation into the torture allegations if he enters the country. Criminal complaints against Mr Bush have been lodged in Geneva and several human rights groups signaled that they are poised to take further legal action this week. Swiss officials have said that Mr Bush would still enjoy a certain diplomatic immunity as a former head of state. But Keren Hayesod organizers felt the atmosphere had become too threatening, fearing that protests organized to coincide with his visit could descend into riots."
